demoralizing trait and ambassador

So say the ambassador has a demoralizing trait, and say you dont like an empire right by ya, so you send that demoralizing ambassador to that empire, will that ambassadors demoralizing trait affect that empires characters at the capatial

the reason i raise this is because the description of the demoralizing trait is

Slowly decreases the skills of all other characters at the >same location< or in the same fleet

and ambassadors (as far as seen in game) apperer to stay at the capatial of what ever empire you send them to....

so using the desciption, of the trait, does it negatively affect the other empires characters
