Unlike GBA where big ROMs are majority, on SNES there are only few big ROMs. Timings on SNES are very tight, so adding additional processing in most tight place - SDRAM is unreasonable. Wait 2-3 seconds of loading isn't a big deal.
MegaCD doesn't use ROMs, it uses CD.
