Reading budget method 3 for MF-USG DISU grids #29

The ability to read budget method 3 was previously added in connection with issue #15. However, when MF-USG write method 3 for an unstructured (DISU) grid, it writes cell numbers instead of layer numbers, which MODPATH is not programmed to handle.

MODPATH 7 has been updated (commit 846665e) to properly handle this difference in the budget output for MF-USG DISU grids. An updated provisional executable has been posted in modpath-v7/msvs/bin_PROVISIONAL/ -- please see the accompanying README_provisional.txt file for relevant disclaimers.
