emit metrics for DNS Record from dns-operator instead of kube state metrics

as KSM is going away (see: Kuadrant/kuadrant-operator#675) we need to provide an alternative source for the DNS Record metrics currently emitted using KSM.

This will need to be emitted from dns operator and removed from the KSM config.

The DNS Operator dashboard will need to be updated to remain functional once these changes are in place.
