把COCO或者VOC格式真实标签转换成MOT标准格式，参考KeyForce/Cascade-RCNN-Tracking/my_deep_sort_mgn.py#L30
把跟踪的结果输出成MOT的标准格式
使用py-motmetrics/eval_motchallenge.py进行评估
