Reordering of nav items

• Reordered nav menu items like: Administration -> Tools -> everything else -> Reports
• Reordered sub nav items like: List thing-> Deploy things -> Thing templates -> Add thing template
• Generally moved less used things down
• Generally grouped things together
• Fixed wrong section names for Tools that caused multiple nav menu items to expand at the same time
• Fixed all section names to be the section they are under
