Clear up any places where UsersThree is used to represent the "Custom" role

Now that the UsersThree icon is being used to represent multi-sig it should be removed anywhere it is shown alongside "Custom" core permissions. The single User icon should be used instead to align it with the other core permissions.

This is used the RolesTooltip component, but might also occur elsewhere.
