As per the IAB Tech Lab - Consent string and vendor list formats v2.md ConsentScreen is CMP Screen number at which consent was given for a user with the CMP that last updated this TC String but it is no where mentioned what are the valid values for it.
ConsentScreen value 0 should be considered valid or invalid?

The intention is to start with number 1 as the first screen. That said the spec says: "The number is a CMP internal designation and is CmpVersion specific. The number is used for identifying on which screen a user gave consent as a record." If a CMP is numbering the screen from 0 (first screen) to n, that would be okay too.
