Recreate as follows

Create two websites, then create two locations with the same name. Assign a location to each website. The list of locations will then hold entries like this

Now import a sample from csv file into the second website. You'll have to create a survey first.
Use a file with the following contents

Date, Spatial ref, Location
1/1/2022, TL1234, Anyoldplace

The import settings will look something like the following

Use the following field mappings

Perform the upload and then look at the newly created sample belonging to Web2. It is associated with the location that belongs to Web 1 (with id = 73).

The location look-up on import does not respect the ownership of locations.
