Update Excerpt Prioritization in Operational Learning

Excerpts should always come from different appeals and be prioritized by recency within each appeal.

Current Behavior:

• Excerpts are prioritized based on recency (appeal_year) across the entire dataset.

Required Changes:

• Group excerpts by appeal: Ensure excerpts are grouped by unique appeals.
• Interleave excerpts: Alternate between excerpts from different appeals to ensure diversity.
• Prioritize by recency within each group: Sort excerpts within each appeal by appeal_year.
