[FEATURE] Scrubber packs

Scrubbing maintenance sections is a pain.

Describe the solution you'd like

Scrubber packs (As implemented on Bay) are a great way to deal with the problem of gas leaks or fires on certain parts of the vessel where dragging a scrubber to would be too bothersome. Furthermore, the convenience is not without downsides, as their tank is far more limited and requires a battery.

Maybe a pump pack aswell?
