Description of issue

Hitting the edge of a space Z-level (By flushing yourself down disposals, for example) allows you to enter a planetary Z-level, such as a chlorine exoplanet, even when not in the same sector.

Difference between expected and actual behavior

You should be transported to another space Z-level, and not down to the planet's surface, especially since you are not in the same sector.

Steps to reproduce

1 - Flush yourself down disposals
2 - Wait
3 - Appear in a planet's z-level.
