We need to add tests that an unauthorised user cannot access anything they should not.

This includes:
Projects, Datasets, Scan Reports and below.

In order of importance are:

This should test the visibility, the owners, viewers, and editors of a Scan Report/Data set/Project and how those permissions cascade.
