Deployment Enhancements

Currently deployment, and dev QuickStart takes at least half a day to do, but what does it look to do this in 10 minutes?

Containerise everything, even the OMOP CDM start, we should be able to find examples on all the Dockerfiles.

• Edit the webapp local Dockerfile to add:
  • Database migrations
  • Seeding database
  • Create superuser

Investigate whether Azurite can have containers created on startup defined in the docker-compose: https://github.com/Azure/Azurite?tab=readme-ov-file#docker-compose

If not - is there a different approach we should consider?
