According to the description, AT Core Organizations are designed to represent a diverse range of organizations, not just GDAs. Modeling GDAs, particularly hospitals, requires more than generic organizational structures without contextual details. The Organization resource can use the partOf element to represent hierarchical relationships, such as hospital departments, but it is not suitable for modeling relationships between distinct organizations. The KA Verzeichnis provides additional information that could potentially be incorporated into the eHVD in the future. The OrganizationAffiliation resource offers a practical solution for representing relationships, such as those between a hospital and its financing institution (e.g., Landesgesundheitsfonds or PRIKRAF). Another useful example could be modeling the relationship between a Practitioner and their contractual partner in the context of social insurance.

Therefore, the OrganizationAffiliation resource should be investigated and adjusted to fit Austrian purposes. Additionally, relevant examples of its usage should be added.
