Move legacy Javascript from Gulp to Webpack bundler #917

As part of fazing out Gulp, the legacy Javascript should be migrated to Webpack. Initially, move it wholesale as-is. Once working, the codebase can start being refractored (convert to async/await, ES2015/2016, split into multiple files with import/export, unit tested).
