Harbourbridge 2.0 WEB UI not working #487

Ran below steps following the link

https://github.com/cloudspannerecosystem/harbourbridge#installing-harbourbridge

gcloud components install harbourbridge
sudo apt-get install google-cloud-sdk-harbourbridge
gcloud alpha spanner migration web

After Step 3, we get below :

" Harbourbridge UI started at: http://localhost:8080 "

The issue here is that, the http link works when I run this on GCP CloudShell but when I run the same on a GCP VM linux environment it does not work.
