Create subscription for more organisms

Currently, when creating a subscription, users can only select "Sars-CoV-2". Extend this, so users can select from all our organisms. This is currently disabled, because the pango lineage filter is not available for the other organisms, when selecting a prevalence threshold. As a first step don't show a lineage filter. In a second step, use the filter for clade and lineage from the config.
