Revert clang-tidy to version 20 once spdlog bug is resolved #632

Temporarily the clang-tidy version was reverted to 15. This should be changed to 20 again, once the compilation issues are fixed upstream.

See boostorg/algorithm#63 and https://bugs.llvm.org/show_bug.cgi?id=44247 and reenable linter option clang-analyzer-cplusplus.NewDeleteLeaks after we go back to clang-tidy 20
