"Early submission" was specified in the original 2-page A-11 form.
The A-11 was updated last year (Fall 2023) to a format that is no longer 2 pages.

Early submission is only used for A-11 (v1) forms, and the feature can a) be deprecated OR b) its implementation can be tied directly to the A-11 (v1) form only.
