Basemap no longer in development - new mapping dependency needed #27

Basemap has announced that it is no longer in active development (https://matplotlib.org/basemap/users/intro.html#cartopy-new-management-and-eol-announcement). It is recommended to switch to CartoPy. Consider replacing with Cartopy (or some other dependency in future)

Raising the urgency of this issue and #28, it seems that Basemap is now no longer packaged with pip for Python 2.

Be careful with Cartopy on macOS: if you are using Shapely via its official binary distribution (wheel) Cartopy will crash. See links in gem/oq-builders#99 for more info.

The only solution currently is to don't use wheels and install Cartopy and Shapely from sources, but this will make users' life much harder (they have to compile libgeos by hand).

As an user catalogue_toolkit is currently usable??
