Implementation Notes

We need two paths for getting to a pkgbase system. It's critically important that we get one of these in the short term to allow users to test pkgbase and get bug reports, but it doesn't matter too much which of these two it is.

1. Tool to transition existing system (this issue)

2. Support in the installer to install pkgbase Support in the installer to install pkgbase #37

Acceptance Criteria

• Start with a VM/installation
• Run the transition tool.
• Confirm you accept the risk
• System is then managed by pkgbase.
