flexmeasures add user --role consultant,account-admin leads to a single role "consultant,account-admin" being created, unlike what the docstring of this CLI command suggests.

Related issue: #736

Expected behaviour: either correctly parsing the comma-separated list, or allowing the --role CLI option to be used multiple times.
