Implementar testes e função: ccidadaoVal().

Valida número de cartão de cidadão de Portugal.

Se possível implementar testes primeiro (TDD)
Seguir exemplo dos outros testes e funções para a elaboração destes.

Nota: Considerar o uso de regex para validar o número que é alfanumérico.
