[1.16] Create roadmap for early releases

Currently, it is difficult to find what work needs to be done in order to get 1.16 in an alpha (and later release) state. It might be wise to set up projects which roughly detail the features which need to be implemented so that contributors can work on them and providing a general view of how far along development is.
