Store start and end dates for ElectedRole #2185

Organisations can add and remove elected roles over time. We don't model this yet.

For example the Mayor of Torbay used to exist. We never ran an election for it, but we still show it as a type of role that can have an election.

We should be able to add start and end dates to these roles in order to get a correct picture of roles on a given date.
