Enhancement Description

The HydroMT team is currently responsible for the data is the deltares data catalog. Some of these datasets are generic while others are more specific. The HydroMT team only wants to be responsible for maintenance of the widely-used datasets, while the specific ones should be maintained by the plugins that use it.

Use case

This makes it so that we divide data maintenance in a fair way between different teams.
