What does this mean? "Change the line below to activate auto-detection of re-translations" #16

Hi, I am able to speak english, but I dont get the meaning of this setting?

Does this mean, it will be checked, that if I change a source translation in column A row 1 that it will be re-translated? Or what does it say?
