Looks like you've put in a lot of effort on this 👍
I've had roughly the same thoughts occur to me about a month ago and I opened a discussion regarding it in the PHPStan repository.

Since one of your goals is Has buy in from the established static analysers (Psalm, PHPStan and Phan) and IDEs (PHPStorm)., I think this will be a valuable read: phpstan/phpstan#4210

Good luck on your quest and if it gains the traction it needs, I will pitch in where I can :)

I've been in touch with the PHPStorm, Psalm and PHPStan team via DMs. I'll update with their initial feedback and then if it looks like this can be progressed I'll announce more widely.

Hopefully we can this off the ground. I'll keep you in the loop.
