Create a website search in the navigation or footer?

I removed the DataONE search from the navigation bar because we decided users were more likely to expect a website search in that area. Analytics indicates that about ~1% of users utilize the search bar at all on the current DataONE page. We need to decide whether to add a search bar in the navigation or footer of the website, and if so, to implement it.
