EIP-3855: PUSH0 instruction

Impact

Very minor.
Adding PUSH0 to the PUSHPOP instruction family
DO NOT raise the PUSH_FLAG (for ROM reasons)
Raise one of the remaining DEC_FLAG's

Notes

Should be pretty straightforward
