Rating View plugin for MAUI

Hi Team. I've developed a plugin for MAUI that allows adding Rating Capability into a Maui application and would like it to be a part of the community toolkit. here is an overview of how its work and the ref to the repo. The nuget package is still in preview but is ready to be used in any MAUI app

Thanks Eliezer, this is very much appreciated. I hope that we could get this raised at the next stand-up for discussion, to see if this would be of benefit to the comminity as a dedicated control. @brminnick @bijington
