Create an overlay of CCO with synonyms for CCO resources in other languages

As part of this task, each resource in CCO should be associated with a skos:altLabel whose value would be a synonym for the resource's label, and where each value would have a corresponding xsd language tag.

Language SMEs should conduct review to ensure accuracy.

This file would be a /cco-extension

Wondering if there should always be a language tag. Are there labels that are language neutral? Language != script.

@alanruttenberg For CCO, yes, but for this file, all of the values will be in a NL.
