[Term Entry] PyTorch GPU Acceleration with CUDA: Performance Optimization

We would like a new term entry on the Performance Optimization concept under Pytorch. The entry should go in a new file under docs/content/pytorch/concepts/gpu-acceleration-with-cuda/terms/performance-optimization/performance-optimization.md.

The entry should include:

• An introduction to the concept
• A Syntax section that provides the syntax for the concept
• An Example section that provides an example demonstrating the concept in use
