Handle sub-wards - add division lists to leaders? #284

We should potentially add sub-ward division lists (empty for full wards) to each leader record.

From the city as to the current lists:

I’ve provided the list below. Please note that only Republicans split 39. Let me know if you have any questions.

Ward 39A – Div 25-46

Ward 39B – Div 1-24

Ward 40A – Div 22, 29-38, 40-51

Ward 40B – Div 1-21, 23-28, 39

Ward 66A – Div 19-33, 35-40, 42-46

Ward 66B – Div 1-18, 34, 41

Hmm, maybe the Reps do not split 66? That's how it shows on the C70 lists:
