Voter file contains several years of history. Need to figure out what the headers are first.

@themightychris the voter file we have has no headers so it's hard to tell which dates pertain to this idea. Do you still have access to the voter file from a couple years ago? I'm thinking it may have the same headers. If I could see the header row and a couple content rows that would help determine.
