I know my creds are correct. I don't have the SSL setting checked and I'm sending with REST.

I keep getting the error: There was a problem sending the test email. Double check your settings.

which isn't very helpful.

What else do I have to do to send a test email?

Using on multisite (as network settings)
wp v 4.4.2
