Add validation to prevent ordering WGS normal only cases for balsamic

As a order portal and production user,
I want there to be validation in place to prevent customers from placing orders of balsamic cases containing only one WGS sample marked as normal, as we do not support this case configuration in balsamic,
So that not supported case configurations cannot be ordered.

Work impact

Answer the following questions:

• Is there currently a workaround for this issue? If so, what is it?
  • No. The customers place the order, the sample is sequenced, the analysis is started and it currently only fails when trying to upload it Genotype as balsamic runs the case as a tumour only case in the background. If this was not the case, the analysis would continue without any problems and this issue would not be noticed.
• How much time would be saved by implementing this feature on a weekly basis?
  • These are one off cases but we should not be running analyses that we do not support.
• How many users are affected by this issue?
  • All users since we're running analyses that we do not support.
• Are customers affected by this issue?
  • Yes

• It is not possible to place orders for balsamic cases containing only one normal WGS sample
