Add to settings a way for the user to choose type of API to use for all queries:

neon-js
neoscan
neolink api (working on this now as a separate task)
fallback mechanism with preference?

I've decided to add this to the RC1 project in consideration of how much trouble this sort of behavior has caused on other projects.
