There're are some distributions where META is incomplete - some ancient distributions and some from weird authors (no names ^^).

Is it possible to guess license (eg. https://github.com/rehsack/Packager-Utils/blob/master/lib/Packager/Utils/Role/Upstream/CPAN.pm#L444), abstract and other missing items? Probably a scan for missing values is first step ...

licensing is not something we should be guessing, people rely on it.

I didn't mean guess as "find something which isn't specified", I mean like "determine from other sources than META", as referred.
