Add Config for File Input

Story

As a user I should be able to specify a file input to be parsed for cards.

I think a config file will be good as we can add other default settings which could be changed there. On-top of a config file, I think we should add the clap crate which will allow us to handle command line arguments. This way users could overwrite defaults via cmd arguments.

If you agree with this, I will create a new issue :)
