LE 'administrators' and 'users' duplicated data

When creating a Legal Entity, administrators currently requires passing fullName, identityLinkStrategy, emailAddress and mobileNumber in order to create DBS user. The same properties are needed later in users when creating the user profile. A more correct implementation IMO would be having only externalId in admins as reference to user data in users

@JuanAnsio interestingly the opposite works, where you can set everything in the admin and only add a reference to its externalId in the user
