Handle ingestion failure by breaking a record batch in its pieces

It is possible for a cluster to be "weaker" in ingestion than the cluster exporting extents. Hence it might be necessary to break a record batch in pieces.

All pieces would need to be ingested before the record batch could be declared staged. The list of extents should be accumulated and moved accordingly.
