New-AzCloudService is used for CSES creation

Hi Team,

The cmdlet New-AzCloudService is only used for CSES creation but not for update, however, the description says that it is used for create or update a cloud service. For update purpose, we could use Update-AzCloudService.

May I ask if the document could be updated so the other user may not get confused? Thanks so much.
