Add a way for player GMs to submit checks they encounter in their stories for staff approval, so that we create a living system based on player/staff GM agreement.

Parts that this needs:

  • A way to view checks in game
  • A way to view them on the webpage
  • A command to submit a check for review by staff
  • A review/approval process for staff

Each of the above could be separate issues for Hacktoberfest
