Ken points out in ietf-teep/teep-protocol#262 that this implementation can only generate SUIT_Envelope_Tagged and not SUIT_Envelope (untagged). TEEP that can only use SUIT manifests and currently uses SUIT_Envelope not SUIT_Envelope_Tagged in order to save bytes.
Can this implementation have an option to skip the tag, or is there some reason it is required?
