Preinstallation of pstate-frequency package results in unacceptable unplugged performance on laptops #9367

Bug description

On my ThinkBook 16 G4+ IAP laptop, cpu frequency goes to 0.4GHz when unplugged.
Uninstalling it resolve the problem.

Steps to reproduce

Use tlp-stat -p to observe the governor,
Use i7z to observe the frequency in real time,
Use stress-ng to establish the test load.
