Need for split of inner and outer detector

An increase in simulation time has been observed due to the reflectivity fix and is due to the veto. It is time to assign the inner and outer detector to specific geometry to perform more efficient simulations.

• Modify data/Watchman/Watchman.geo to include a veto and inner region (inner region could remain names the same as the current geometry)

• Modify factory to recognize these region.
