Scrumbler tab only visible for Admin

Only Admin is able to see Scrumbler tab when viewing projects. Other users can not see the tab and using URL directly gives an auth error. I have tried with users with Manager, Developer, and Reporter securities. But I want non-admin users to be able to use scrumbler for obvious reasons.

You should add scrumbler permission for each role in the Administration > Roles and permissions

Suggestion: make default those permissions to the "Manager Role".

another issue is, even the tab is not visible for the non-admin user, however, that user still can access it directly via the URL:
http://host:port/chiliproject/projects/fooprj/scrumbler

it could be a bug of redmine/chiliproject on the role managment
